: (1) The work, duties and rights of the Committee shall be as follows:-
(a) to develop criteria for determining the appropriate extent of punishment for the offender according to the seriousness of the offence,
(B) Studying and researching the current penal policy and making suggestions to the Government of Nepal for improvement (c) To give opinion, advice and consultation to the Government of Nepal regarding the punishment to be meted out in connection with offenses of a particular nature,
(d) Collecting and maintaining records of offenders, analyzing them and making recommendations regarding punishment,
(e) To make suggestions to the Government of Nepal if there is any improvement in the existing law regarding punishment (2) The committee shall itself determine the necessary procedure for conducting its work.
(3) The committee may form sub-committees as needed to assist in its work.
(4) The sub-committee established in accordance with sub-section (3) shall have the terms of reference, procedures and other necessary matters as determined by the committee.
