Rule 20
Dissolution of the Committee

(1) When the Council monitors the functioning of a committee or if a consumer complains in writing that the following conditions exist and such complaint is found to be justified, the Council may dissolve the committee:-
(a) Failure to approve the action plan or doing any action contrary to the approved action plan,
(b) If the work, duties and responsibilities according to Rule 16 are not fulfilled or are not fulfilled,
(c) has misappropriated or embezzled the amount received for conducting and completing any program and the fund as per rule 21,
(d) Unable to fulfill the obligations entrusted to him for any reason, (e) Doing any work contrary to the interests of local consumers or failing to protect the interests of consumers.
(2) The council may give instructions to the relevant committee to perform its responsibilities or to improve its operations, or if there is any act contrary to the Act and this regulation or any error while working in good faith, it may be instructed to correct it.
(3) Before disbanding the committee according to sub-rule (1), the reason for disbanding must be disclosed and an explanation must be sought from the concerned committee within thirty-five days.
(4) If an explanation is requested according to sub-rule (3), the committee shall submit the explanation within the prescribed period.
(5) If the explanation submitted according to sub-rule (4) is not satisfactory, the council may form a team of three members from among its members and carry out the necessary investigation of the work of the committee.
(6) During the investigation according to sub-rule (5), if a report is received that the condition of sub-rule (1) exists and the instructions given as per sub-rule (2) are not followed, the council shall dissolve such committee.
(7) Notwithstanding anything written elsewhere in this rule, if two-thirds of the members of any committee make a written request to the council to dissolve such committee, the council may dissolve such committee after necessary investigation.
(8) If a committee is dissolved according to sub-rule (6) or (7), the council may constitute another committee. The term of office of the committee formed in that way will remain only for the remaining period of the Council.
(9) According to sub-rule (8), until another committee is formed, the work being done by the dissolved committee shall be done by the council itself.
