Notwithstanding anything else written in this Act, the permanent employees of committees, commissions, establishments or organizations of a similar nature to which services have been transferred at the provincial or local level along with their structure, to such committees, commissions, establishments or organizations of a similar nature to which services have been transferred. shall be considered as an employee of the service of the institution.
