(1) According to rule 3, when social security allowance is provided, it shall be provided to the concerned person.
(2) Notwithstanding anything contained in sub-rule (1), the social security benefits of the following persons may be provided to the following persons:-
(a) Disabled senior citizens, infirm and helpless citizens, citizens who are unable to take care of themselves alone, social security guardians, matwars or caregivers, (b) extremely poor, endangered and children under the age of 10 years. Explanation 0: For the purposes of this rule, "extremely poor" means a person whose family income is less than the amount declared by the Government of Nepal in the Nepal Gazette.
