(1) Upon application for the registration of a vehicle, the authorized officer may refuse to register the vehicle if it is found that the vehicle is not in a drivable condition after examining the vehicle subject to the criteria specified in section 23.
(2) In case of refusal to register a vehicle in accordance with sub-section (1), the authorized officer shall inform the applicant of the reason thereof.
(3) Notwithstanding anything contained in sub-sections (1) and (2), it is reasonable to stop the registration of any type of vehicle in accordance with section 14 in the public interest due to environmental pollution, traffic congestion, road condition, difficulty in traffic or similar reasons. If found, the department may order any or all traffic management offices to suspend the registration of such vehicles.
