Section 18
Scope of work of cooperative organization
: (1) The scope of work of cooperative organization at the time of registration shall be as follows:-
(a) In the case of an institution dealing mainly with savings and loans, one ward if it is a metropolitan corporation and a sub-metropolitan corporation,
(b) In the case of organizations and other organizations that deal mainly with savings and loans in municipalities or rural villages, up to one local level as determined on the following basis:-
(1) A mutual common bond (common bond) for the mutual exercise of self-reliance among members,
(2)    The number of members required to operate the service at a professional level,
(3) The place where the democratic control of the member's participation in the operation of the organization is maintained.
(2) Notwithstanding anything written in sub-section (1), the organization may expand its area of ​​operation in such a way that the following geographic areas are maintained after two years of registration and commencement of commercial services:-
(a) In the course of the development of the professional activities of the organization, additional scope is required to increase the membership,
(b)    constructive measures adopted to maintain direct control of the member over the operation of the organization,
(c) The standard set according to sub-section (6) of section 15 is not adverse.
(3) Notwithstanding anything written in sub-section (2), the scope of work may be expanded based on the nature of the member's residence, location, local location and special professional needs as specified.
(4) Notwithstanding anything else written in this section, hydropower projects, education, linguistic, literary, cultural, health services, communication, production, storage or processing of special agricultural or forest produce, and wide scope of work in the beginning due to expansion of participation of members. A local level or a district or more than one district or more than one province can be established on the basis specified at the time of registration of the required organization.
(5) Scope of activities of organizations in operation at the time of commencement of this Act as per this Actand will be considered to be maintained. However, after the commencement of this Act, those organizations shall submit the following details within one year to the registrar or an officer authorized by the registrar:-
(A) Membership expansion status according to the province, district, local level and ward of the existing jurisdiction,
(B) The state of operation of professional services according to the province, district, local level and ward of the existing jurisdiction, and
(c) Other details as may be prescribed (6) After submission of operation report according to sub-section (5), the registrar or an officer authorized by the registrar may instruct the related cooperative organization to re-determine the scope of work as follows:-
(a)    To reduce the jurisdiction of provinces, districts, local levels and wards, whose membership is not expanded or whose membership is less than the specified number or whose geographical continuity is not expanded, as mentioned in the details under clause (a) of sub-section (5),
(b) In the statement as per clause (b) of sub-section (5) it is found that there is no commercial service operation or the commercial service operation is less than the specified amount or ratio of the total turnover, reducing the area of ​​operation of the province, district, local level and ward,
(c) To increase professional efficiency in order to cover the operating expenses of the organization and to maintain the participatory democratic control of the members in the operation of the organization, in addition to the province, district, local level or ward, to maintain the appropriate work area,
(d) To facilitate the acquisition of district or provincial subject associations or membership of district or provincial associations for professional and promotional services, to maintain an appropriate area of ​​operation in additional provinces, districts, local levels or wards.
(7) According to sub-section (6), upon the instructions given by the registrar or an officer authorized by the registrar, the cooperative organization shall amend the regulations and redefine its scope within one year.
(8) In accordance with sub-section (7) the relevant co-sponsorIf the cooperative organization does not re-determine its scope within the specified period, the registrar or an officer authorized by the registrar shall re-determine the scope of such cooperative organization within three months subject to sub-section (2).
(9) According to sub-section (8), a cooperative society that is not satisfied with the redetermination of the scope of work by the registrar or an officer authorized by the registrar, within thirty-five days from the date of receiving information about the redetermination of the scope of work, if the decision was made by the officer authorized by the registrar, to file an application for review before the registrar and if the decision was made by the registrar, before the ministry Will be able to.
(10) The registrar or the ministry shall review the application received under sub-section (9) within sixty days.
(11) Notwithstanding anything written elsewhere in this section, the cooperative may at any time voluntarily amend the regulations to reduce the scope of work.
(12) Other provisions related to redetermination of scope of work shall be as prescribed.
(13) According to sub-sections (2) and (3), the process of scope expansion shall be as prescribed.
