(1) The Government of Nepal and the Provincial Government shall support the Rural Municipality or Municipality as follows:-
(a) To provide guidance including federal government and state government budget limits and national and state priorities and standards before the start of the annual planning and budget formulation process of rural municipalities and municipalities. (b) Developing the capacity of thematic units or branches of rural municipalities and municipalities by abolishing parallel offices related to the jurisdictional matters of rural municipalities and municipalities,
(c) Plans to be implemented in rural villages or municipalities within the jurisdiction of the relevant ministry shall be carried out in coordination with the rural villages or municipalities,
(d) If any plan within the jurisdiction of the Government of Nepal or the provincial government is found to be more effective when implemented by the rural municipality or municipality, arrange for it to be implemented by the rural municipality or municipality, and provide the allocated budget and other resources to such rural municipality or municipality,
(e) The Government of Nepal will prepare and provide the required model law framework for rural municipalities and municipalities (f) To assist in implementing the decision of rural municipality and municipality (G) To do other necessary work to empower the rural municipality and municipality.
(2) The Government of Nepal and the Provincial Government shall provide the necessary assistance to the District Coordination Committee to work on matters related to its jurisdiction.
