Rule 16C
Arrangements for Community and Open Prison Management Committee
(1) There shall be a Community Service and Open Prison Management Central Committee as follows to suggest opinions to the Prison Management Department regarding the operation and management of community services and open prisons and to give necessary advice to the department regarding sending offenders to community services or open prisons -
(a) Director General, Prison Management Department - Chairman
(b) Representative (Senior Superintendent of Police), Police Headquarters - Member (c) Law Officer, Ministry of Home Affairs – Member (d) Representative (Deputy-Secretary), Ministry of Law, Justice and Parliamentary Arrangements - Member (e) Two persons appointed by the Director General of the Prison Management Department from among non-governmental organizations working in the field of prison reform and community service.Ratinidhi - Member
(f) Director, Jail Management Department - Member-Secretary (2) To operate and manage community services and open prisons at the district level and to give necessary advice to the prison office regarding sending any offender to community services, there will be a community service and open prison management district committee as follows in each district -
(a) Jailor, Jail Office – Chairman
(b) Representative, District Police Office - Member (c) Representative, District Administration Office - Member (d) Representative, District Public Prosecutor's Office - Member (e) One representative appointed by the jailer from amongst non-governmental organizations working in the field of prison reform and community service – member (3) The committee under sub-rule (1) or (2) shall appoint any expert at the meetingcan be invited as an observer.
(4) The committee according to sub-rule (1) or (2) may determine the meeting procedure itself.
(5) Other work, duties and rights of the committee under sub-rule (1) or (2) shall be as prescribed by the Prison Management Department.
