(1) The divisional forest officer may hand over any part of the national forest to the user group as a community forest as specified so that the user group can develop, protect, use and manage the forest in accordance with the action plan and independently determine the price of the forest produce and distribute it. After handing over the community forest, the Divisional Forest Officer will give a certificate of transfer of the community forest (2) For the purpose of sub-section (1), the Divisional Forest Officer may mobilize consumers and provide necessary technical and other assistance to form consumer groups and prepare action plans as prescribed.
