Rule 13A
Recommendation to be submitted:

(1) Rule 10A. The following person who wants to be a candidate for the seat reserved as per Rule 13 must submit the recommendation of the following body to prove that he/she is a person of the respective community:-

(a ) by the disabled from the National Disabled Federation or the relevant district administration office,

(b) by the tribe from the tribal/tribal upliftment national foundation or the relevant district administration office,

(c) Dalits from the National Dalit Commission or concerned district administration office,

(d) Persons from backward and remote areas of the concerned village From the development committee or municipality,

(e) Madhesi community person from the concerned district administration office,

(f) Muslim community person from the concerned district administration office,

(g) disappeared person or martyr family and wounded or their descendants from the Ministry of Home Affairs or the concerned district administration office.

(2) According to clause (d) of sub-rule (1), a person belonging to a backward remote area should prove that he has permanent residence in the same place at the time of application when submitting the recommendation of the concerned village development committee or municipality. A certificate of Nepali citizenship obtained from the relevant district mentioning permanent residence in a backward remote area must also be submitted. At the time of submitting the application according to rule 13, the person who wants to be a candidate for the reserved seat, the related village development committee or the municipality should disclose the reason for the needy Schedule-1B.

(4) If a person with a disability or an injured person applies to study medicine or engineering subject, in addition to the recommendation as per clause (a) of sub-rule (1), that subject should be studied by a registered physician. A written recommendation stating that he/she is able to do it should also be submitted along with the application.
