4. Recommendation Committee:

(1) There will be a recommendation committee consisting of the following persons to make recommendations to the Government of Nepal for the appointment of the chairman and members:-
(a) Chairman of the Public Service Commission or a member of the Public Service Commission appointed by him - Chairman
(b) Members of the Public Service Commission appointed by the Chairman of the Public Service Commission – Member
(c) Chief Secretary to the Government of Nepal – Member
(d) Expert-member appointed by the Chairman of the Public Service Commission (e) Secretary of the Ministry of Finance - Member Secretary

(2) The recommendation committee as per sub-section (1) shall establish a roster from eligible and willing Nepali citizens and appoint three for each position from among the persons who meet the qualifications mentioned in sub-section (2) of section 3. The rate of candidates will be selected and recommended to the Government of Nepal for appointment.
