(1) The board shall supervise whether the road-related agencies have maintained the road in accordance with the quality prescribed under section 17.
(2) During the supervision according to sub-section (1), if it is found that the road-related body has not maintained the road in accordance with the quality prescribed in accordance with section 17, the board shall send a written request to such body to maintain the road in accordance with the quality and the road-related body shall carry out the maintenance of the road in accordance with the written instructions from the board.
(3) If the road-related body does not maintain the road according to sub-section (2), the board may withhold the remaining amount to be disbursed to such body.
