Section 15
Effectiveness of information
(1) If the preliminary notice, amendment, statement of continuation or statement of termination is submitted to the registration office along with the fee required for registration or if the registration office accepts such record for registration, such notice or statement shall be deemed to have been registered in the registration office. (2) In sub-section (1) Regardless of what is written, a record submitted for registration to the registration office in accordance with that sub-section shall not be deemed to be registered if the registration office refuses to register it in the following cases:-(a) If the fee required for registration in accordance with this Act is not attached to the record, (b) the name of the debtor in relation to the preliminary notice If it is not mentioned, (c) if the registration number of the initial notice is not mentioned in the details of the notice of amendment, if the name of the debtor is not mentioned or if the notice related to the amendment has expired, (d) if the registration number of the initial notice is not mentioned in the details of the continuation or if the details of such continuation are not mentioned, sub-section (2) of section 13 ) if it is not submitted within a period of six months, and (e) if the registration number of the initial notice is not mentioned in the details of termination. Even if the details are refused to be registered, such records shall be deemed to have been registered. However, if the person receiving the mortgaged property has paid the price based on the reasonable belief that such information has not been registered, this provision shall not apply to him. (4) If the registration office refuses to register any record, the reason thereof (5) The notice so registered shall be effective only to the extent of the notice registered by the person authorized to register in accordance with this Act. (7) The effectiveness of the record will not be affected because the registration office does not keep the list of records correct.
