(1) The condition to be followed by the consumer who consumes the service provided in accordance with this regulation shall be in the case of the irrigation system developed and operated by the Government of Nepal, by the relevant irrigation office, in the case of the transferred irrigation system according to Section 11 of the Act, by the relevant consumer organization and the person who has received the permit. In case, it will be as specified by the person who received the permit. (2) When setting the condition according to sub-rule (1), it should be set in such a way that it does not conflict with the Act, these regulations and the conditions specified when granting the permit.
