For taking a bond with the customer for providing telecommunication service, the licensee shall provide the telecommunication service within six months of taking the bond and if the service cannot be provided within that period, he shall pay interest to the customer at the rate of hundreds of ten thousand from the date of receiving the bond. But the service must be provided within one year of receiving the bond.
(2) The interest to be paid to the customer according to sub-section (1) can be deducted from the telecommunication service fee used by the customer.
