(1) Licensed organizations or consumer organizations that are not required to obtain a license in accordance with this Act shall make necessary arrangements so that they can reasonably use water and sanitation services within their service area.
(2) When providing drinking water services to public, institutional and commercial consumers, the licensed organization may provide services by entering into a mutual agreement with such public, institutional and commercial organizations regarding the quantitative use of water and the management of waste water after using the water.
(3) In accordance with sub-section (1), no discrimination shall be allowed on any basis while providing water and sanitation services within its service area.
(4) When providing services in accordance with this section, water sources shall be used for public, institutional, commercial and industrial purposes only by making proper arrangements for domestic use.
