Section 62
Service charge

(1) The rural municipality and municipality shall levy a service fee on services or businesses related to local tourism, entertainment and adventure sports such as cable car, trekking, kayaking, cannoning, bungee jump, zip-flyer, ¥yafting, paragliding etc. operating within their area. However, when levying a fee on services or businesses operating across the border of another village or municipality or covering more than one village or municipality, coordination with the respective village or municipality should be done.
(2) The rural municipality and municipality may impose a service fee on the related service provider and service recipient for using the local infrastructure constructed, operated or managed or any of the following services provided:-
(a) Water supply, electricity, water supply, guest houses, dharamshalas, libraries, auditoriums and similar other service facilities,
(b) Service facilities like garbage management, sanitation, drainage, street lights,
(c) Toilets, parks, baths, swimming pools, gymnasiums, guesthouses, tourist spots, hostels, hot markets, animal slaughterhouses, crematoriums, dhowighats and other similar facilities,
(d) Services like roads, bus parks, sewers, bridges, lights,
(e) services relating to valuation of immovable property or any other subject,
(f) any referral services.
(3) The rural municipality or municipality may provide the service facilities mentioned in sub-sections (1) and (2) or collect service fees for using such service facilities by itself or through a management contract or the private sector.
