If someone is offended by the use of a resource, the aggrieved person or organization may file a complaint with the Open Resource Dispute Resolution Committee.
(2) If a complaint is made according to sub-rule (1), the resource utilization dispute settlement committee shall conduct an on-site inspection of the resource utilization project and obtain information on the following matters in addition to other matters:-
(a) Total Cost Expenditure of the Project,
(b) Organization of consumers who will benefit from the project,
(c) The needs and wants of the local community in relation to the project (d) Quantity of drinking water used daily,
(e) the impact on other individuals or communities and their response to the operation of the project, and
(f) Adverse effects on the environment.
(3) After receiving the information as per sub-rule (2), the Resource Utilization Dispute Resolution Committee will investigate the complaint related to resource utilization and make the necessary decision.
