(1) A person who wants to get a certificate of independent journalist should submit an application to the Director General in the format as per schedule-12, attaching the certificate of qualification as per rule 15.
(2) After receiving the application as per sub-rule (1), the Director General shall send the said application to the Government of Nepal, Ministry of Communications along with his opinion.
(3) The Government of Nepal, the Ministry of Communications may approve the application received as per sub-rule (2) by issuing a certificate of independent journalist to the applicant.  Removed by the First Amendment. (4) If there is approval from the Government of Nepal, the Ministry of Communications to issue a certificate to the applicant in accordance with sub-rule (3), the Director General will issue a certificate of independent journalist to the applicant in accordance with Schedule-13 after receiving the application as per Rule 12.
