(1) Domestic firms, organizations or companies participating in international tenders individually or as joint ventures with domestic firms, organizations or companies should be given preference (domestic preference).
(2) When giving priority according to sub-rule (1), the proposal of a domestic firm, organization or company with a higher bid up to five percent of the bid amount accepted by the foreign firm, organization or company that accepted the lowest can be accepted.
