No person shall be appointed as an additional postal representative, distributor or stamp carrier without having the following qualifications:-
(a) Nepali citizens,
(b) having completed sixteen years of age,
(c) Not found guilty by the court of any criminal charge showing moral turpitude,
(d) Those who can read Nepali script and also know the Roman script (e) having basic knowledge of mathematics. But it is not mandatory for a stamp carrier to have knowledge of Roman script and mathematics.
