(1) The commission will distribute grants to the university from its funds.
(2) Grant distribution will be done under two headings, general and development.
(3) The following things will be considered basically while distributing the grant towards the general:-
(a) Methodology and tradition of subsidy amount distributed by the Commission (b) University teaching area, teacher-number, student-number, and pass number,
(c) The nature and extent of the university campus and its physical and related campuses,
(d) Income of the University,
(e) the standard of excellence maintained by the University in teaching, and
(f) Any other matter deemed appropriate by the Commission.
(4) The university should submit the budget program and proposals for the next financial year of the university to the Commission at least 6 months before the beginning of the financial year.
(5) Before deciding to give grants for necessary development expenses to be provided to the university, the Commission may request a detailed plan from the concerned university.
