(1) A construction professional who wants to do public construction work must submit an application to the committee for a license to do public construction work along with the prescribed fee in the prescribed format.
(2) If an application is received in accordance with sub-section (1), the committee will examine such application as specified above and recommend to the Government of Nepal to issue a license for the category of construction professionals classified according to section 8.
(3) According to sub-section (2) the applicant who has been recommended by the committee shall be given a license in the prescribed format by the Government of Nepal.
(4) Notwithstanding anything written in sub-sections (2) and (3), the Government of Nepal may grant category "D" licenses even without the recommendation of the committee.
