: If any person commits the following acts, he shall be deemed to have committed an offense under this Act:-
(a) In case of operating a health institution without obtaining a license in accordance with section 22 and in case of operating a blood transfusion service without obtaining a license in accordance with section 34,
(b)   Refusal to provide health treatment services,
(c) treating persons with mental health problems by means of confinement or confinement in cages,
(d) If the health institution refuses to provide basic health services and emergency treatment available in the health institution,
(e)   If treatment services are provided without obtaining informed consent in accordance with section 11,
(f) If the customer is not treated equally in accordance with section 12,
(g) If confidentiality is not maintained in accordance with section 14,
(h)   If a health worker or a health institution is obstructed in the performance of their duties under this Act,
(i) If the person who is required to provide information or information to health workers or health institutions in accordance with this Act does not provide such information or information,
(j) In case of knowingly providing false information to health workers or service providers,
(k) pretending to be another person to deceive a health worker or a health institution,
(l) In case of non-compliance with this Act and the rules, standards, guidelines and procedures issued under this Act,
(d) If there is an adverse effect on public health due to the quality of food, water and air in accordance with section 39 and 40,
(l)   If any person is found to have advertised contrary to section 45,
(b) If collecting human biological samples and taking them out of the country without obtaining approval in accordance with the prevailing law,
(t) If any other action is taken contrary to this Act and the rules, standards, guidelines and procedures made under this Act.
