It is mentioned that a high-level Truth and Reconciliation Commission will be established by mutual agreement, and by absorbing the meaning and spirit of the Interim Constitution of Nepal, 2063 and the Comprehensive Peace Agreement, to investigate the truth about the serious violations of human rights and crimes against humanity during the armed conflict and the people involved in such incidents. To investigate and bring the real facts to the public, to create an atmosphere of lasting peace and reconciliation by increasing the spirit of mutual harmony and tolerance by reconciling the society, to recommend legal action to the person involved in serious crimes related to such an incident, including the provision of compensation to the victim of the incident, and Since it is desirable to make necessary provisions regarding the establishment of the Truth and Reconciliation Commission, the Constituent Assembly has made this Act as a legislature-parliament in accordance with Article 83 of the Interim Constitution of Nepal, 2063.
