Preamble
: Based on the report of the commission of inquiry established in Article 33 of the Interim Constitution of Nepal, 2063 regarding the persons who disappeared during the armed conflict, to provide relief to the families of the victims and to investigate the truth about the persons involved in serious violations of human rights and crimes against humanity during the armed conflict and In order to create an atmosphere of reconciliation in the society, it is mentioned that a high-level Truth and Reconciliation Commission will be established, in Section 5.2.5 of the Comprehensive Peace Agreement, to explore the truth about those involved in serious violations of civil rights and crimes against humanity during the armed conflict, and to create an atmosphere of reconciliation in the society.
