: To maintain balance in electricity demand and supply by making electricity generation, transmission, distribution or trade simple, regular, orderly and transparent, to regulate electricity tariffs, to protect the rights and interests of electricity consumers, to make the electricity market competitive and to make electricity services reliable, Since it is desirable to arrange an Electricity Regulatory Commission to make it accessible, quality and safe, the Legislature-Parliament has made this Act according to Article 296 of the Constitution of Nepal.
