: Since it is desirable to regulate and control the entry, presence and departure of foreigners within the State of Nepal and to organize the arrival and departure of Nepali citizens, Parliament has made this Act in the twenty-first year of the reign of Shri 5th Maharajadhiraj Birendra Bir Bikram Shahdev.
