: Since it is desirable to make timely arrangements in relation to the state and the king to maintain harmony between the people of different classes, professions or regions by further strengthening the national unity established by the 5th Badamaharaja Prithvi Narayan Shah, this Act has been enacted by Shri 5 Maharajadhiraj in accordance with Article 93 of the Constitution of Nepal.
