: Since it is desirable to make arrangements regarding passports issued to Nepali citizens traveling abroad, this Act has been enacted and promulgated with the advice and consent of the National Panchayat from Shri 5 Maharaj Adhiraj Mahendra Veer Bikram Shahdev.
