: Keeping in mind that sustainable development is based on the interdependent relationship between economic development and environmental protection, to ensure the right of citizens to live in a clean and healthy environment by minimizing the adverse effects that can be caused by environmental degradation on human beings, animals, plants, nature and material objects. And since it is desirable to make a legal arrangement regarding the protection of the environment through the proper use and management of natural resources, Parliament has made this Act in the twenty-fifth year of the reign of Shri 5th Maharajadhiraj Birendra Bir Bikram Shahdev.
