: Since it is desirable to make legal arrangements regarding the signing, ratification, accession, approval or support of a treaty or agreement to which Nepal or the Government of Nepal is a party and the implementation of such treaty or agreement, from Shri 5 Maharaj Adhiraj Birendra Bir Vikram Shahdev to the Council of Ministers in accordance with Article 129 of the Constitution It is made with advice and consent.
