(1) The seat of the Tribunal or Appellate Tribunal shall be within Kathmandu Valley.
(2) The tribunal or the appellate tribunal may establish a bench outside the valley for a certain period of time to process and dispose of cases within its jurisdiction based on the workload of the case.
