(1) Apart from the provision of punishment in various sections of this Act, if anyone violates this Act or the rules made under this Act, he may be fined up to fifty rupees by the officer under Section 31.
(2) If an officer fails to punish and fine a person who is required to be punished and fined in accordance with this Act, an officer above one level shall issue a warning to such officer for the first time and a fine up to fifty rupees from the second time.
