Rule 4
Disqualification
Generally, the citizen of a country other than the one, where the consular district for which consul has to be appointed is situated shall not be appointed as an honorary consul. Provided that, the citizen of other country if already has been appointed as an honorary consul by another country, may be appointed
as an honorary consul.
