(1) Both father and mother shall have equal responsibility for the care, upbringing and moral development of children.
(2) It shall be the responsibility of every father, mother, other family member or guardian to take care, nurture and protect the children, provide opportunities for personality development including education, health treatment, provide a loving environment and provide proper guidance for a secure future.
(3) Fathers, mothers, other family members or guardians must enroll every school-age child in school and provide an appropriate environment for learning.
(4) Father, mother, other family members or guardians should not perform labor in a way that affects the education, health and physical or mental development of children.
(5) Fathers, mothers, other family members or guardians shall not leave children under six years of age alone at residence or any other place or send them alone without being accompanied by an adult.
