The work, duties and powers of the Chairman shall be as follows:-

(a) To determine the priority of the topics to be discussed in the meeting of the Council,

(b) ) To monitor and evaluate the plans and programs run by the council and to give necessary instructions in this regard,

(d) To do or cause other work as directed by the council.
