- Since it is desirable to establish a nursing council to organize the nursing service of Nepal in an efficient and systematic and scientific manner and also to arrange for the registration of nurses according to their qualifications, Parliament has enacted this Act in the twenty-fourth year of the reign of Shri 5 Maharajdhiraj Birendra Bir Bikram Shahdev. .
