Rule 33
Basis of nomination for study, training or study visit
When nominating an employee for study, training or study visit, nomination will be made on the following basis:-
(a) When nominating an employee for the study, training or study visit required for the Secretariat, the employee who will get more points in terms of educational qualification, seniority, work experience and performance evaluation,
(b) Employees who get more points in terms of educational qualification, seniority, work experience and performance evaluation, giving priority to the requirements specified while nominating for scholarship received for study, training or study visit,
(c) In cases where the prescribed requirements for nomination cannot be fulfilled from employees who have completed three years of permanent service, but have reached the service period as per clause (c), there will be no bar to nominate employees who have served for less than that period.
(d) Not exceeding forty-five years of age in case of graduation, post-graduation or any academic degree. Explanation :- For the purpose of this paragraph –
(1) "Studies" shall mean studies for obtaining graduation, post-graduation or any academic degree in a service-related subject.
(2) "Training" shall mean a training program conducted by an organized institution for a specified period of time in accordance with a specified curriculum, except for the awarding of bachelor's, master's or any academic degree.
(3) "Study tour" shall mean a seminar, seminar or observation tour organized not exceeding 6 weeks apart from study and training.
