(1) The following persons shall not be candidates for the examination for teaching permit:-
(a) Non-Nepali citizens,
(b) not having attained the age of 18 years,
(c) Magaz Bigerko,
(d) Convicted by a court of law on a criminal charge of moral turpitude,
(e) Dismissed from service so as to be deemed unfit for future government employment or teaching service,
(f) Not having educational qualification as per rule 9,
(G) Training as per rule 9 has not been done.
(2) Notwithstanding anything contained in clauses (a) and (g) of sub-rule (1), the following persons may be candidates for the first examination for a teaching license after the commencement of this sub-rule:-
(a) Non-Nepali citizens who have been appointed as teachers before the twenty-fourth of Kartik 2057 and have taught for at least fourteen years before the commencement of this section,
(b) According to the advertisement published in the year 2052, when the post of teacher is permanently filled, the person who left as a temporary teacher,
(c) A person who has been working as a temporary teacher for at least 1 year at the time of commencement of this rule.
(2A) Notwithstanding anything written in clause (f) of sub-rule (1), a person who has passed the master's degree in the relevant subject may be a candidate for the examination for secondary school teacher's teaching permit. However, if such a person does not take training within two years of starting service, the teaching permit obtained by him will automatically be cancelled.
(3) Notwithstanding anything written in clause (g) of sub-rule (1), a teacher appointed to the post of teacher before the 5th of November 2063 and working continuously until the commencement of this by-law shall be a candidate for the first examination for teaching license after the commencement of this by-law. It can happen. But if such a teacher does not take the training within 22nd of Kartik 2075, the teaching permit obtained by him will automatically be cancelled.
