(1) In order to avoid the adverse effects and risks of climate change, the ministry at the national level, the provincial ministry at the provincial level and the local level at the local level can formulate and implement adaptation plans.
(2) When making an adaptation plan according to sub-section (1), special priority should be given to women, persons with disabilities, children, senior citizens and economically disadvantaged communities and residents of geographical areas that are more at risk from the effects of climate change.
(3) The local community will be able to formulate and implement an adaptation plan at the local level, and in implementing such a plan, the relevant agencies shall provide necessary support and facilitation.
