Section 2
Preamble
In this Act, unless the subject or context requires otherwise,-
(a) "Adaptation" means actions aimed at preventing or mitigating further damage by assessing the potential impacts and risks of climate change;
(b) "emission" means the release of greenhouse gases or any other gas, smoke or dust into the atmosphere from a specified area over a specified period of time.
(c) "Fund" shall mean the Environment Protection Fund under section 31.
(d) "Climate change" means a gradual change in the earth's climate due to changes in the composition of the atmosphere caused by direct or indirect human activities in addition to the natural fluctuations of the climate over a long period of time.
(e) "Climate change management" means mitigation or adaptation of problems caused by climate change, and the term also refers to overall policies, strategies, institutional mechanism building, financial arrangements, capacity building, etc.
(f) "Hazardous substances" means substances listed in the Basel Convention on Transboundary Movement, Control and Disposal of Hazardous Wastes and substances having explosive, flammable, persistent and corrosive properties that adversely affect human health and the environment and are first processed from raw materials that are not reused. Substances that are going to be used frequently should be remembered.
(g) “Biological diversity” means ecosystem diversity, species diversity and genetic diversity. (Genetic Diversity) should be remembered.
(h) "Prescribed" or "as prescribed" means prescribed or prescribed in the rules made under this Act.
(i) “mitigation” means the reduction or prevention of greenhouse gas emissions caused by human activities;

(“) Proposer” means a person applying for approval of a proposal or receiving approval to implement a proposal or a governmental, quasi-governmental or non-governmental body or organization.
(D) "Preliminary environmental test" means analytical study and evaluation to determine whether or not the proposal will have a significant adverse impact on the environment during the implementation of a proposal, as well as the measures to be taken to resolve or minimize such impact by any means.
(l) "Supplementary Environmental Impact Assessment" means a once approved environmental impact assessment proposal submitted for partial modification of physical infrastructure, design or form, relocation or modification of structures, addition of forest area or increase in the capacity of the project. (n) "Council" means the National Council for Environment Protection and Climate Change Management as per Section 32.
(s) "State Ministry" means the Ministry of the State Government dealing with environmental matters.
(h) "Waste" means any liquid, solid, gas, liquid, fume, dust, radioactive material or any other similar substance discharged into the environment.
(d) "Ministry" means the Ministry of Forests and Environment of the Government of Nepal.
(d) "National Heritage" means the natural, cultural, historical, archaeological, scientific, spiritual, aesthetic or social environment within Nepal which is considered important for the human race.Any object, physical structure, place, flora or fauna.
(n) "Environment" means natural, cultural and social systems, economic and human activities, their components and the interaction and interrelationship between these components.
(c) "Environmental Study Report" means a report prepared in connection with a brief environmental study, preliminary environmental assessment or environmental impact assessment.
(f) "Environmental impact assessment" means a detailed study and evaluation to determine whether or not the proposal will have a significant adverse impact on the environment during the implementation of a proposal, as well as the measures to be taken to resolve or minimize such impact by any means.
(b) "Department" means the Environment Department under the Ministry.
(b) "Concerned body" means the body under sub-section (2) of section 3 which takes action and takes decisions regarding the environmental study report.
(m) "Summary environmental study" means a study conducted in brief regarding the measures to be taken to eliminate or minimize the adverse impact on the environment during the implementation of a proposal.
