Section 3
Improper act
A person holding a public office will be deemed to have committed an improper act if he knowingly or negligently commits any of the following acts:-
(a) refuses to do any act within his authority or does any act which is not his authority,
(b) non-observance of the procedure to be strictly followed in making any decision or order,
(c) Used the rights obtained by him for another purpose or action contrary to the law, decision or order,
(d) used his or her right to exercise his or her rights maliciously or arbitrarily,
(e) Unauthorized obstruction in the work of other office, officer or employee or any unauthorized act by putting pressure on such office, officer or employee,
(f) Disregarding his responsibility by sending him to other offices or other officials without doing any work he should have done,
(g) He has not performed any official duties that should be performed according to the nature of his position,
(h) has caused his subordinates or persons under his influence to act in his favor by undue pressure or inducement, or
(i) Misusing the immunity, facilities or concessions received by him in his official capacity.
