(1) The Ministry shall revoke the permit obtained by the River Guide in the following cases:-
(a) If the permit holder is disqualified under Rule 13,
(b) If the permit holder does any work as mentioned in rule 16.
(2) Before revoking the license as per sub-rule (1), the Ministry shall give him a period of at least fifteen days to submit his justification.
