If the investigation officer appointed by the Commission to investigate a matter cannot complete the work assigned to him for any reason, or if the work cannot be completed by him, if the work should be investigated by another investigation officer, the commission shall appoint another investigation officer to conduct the investigation again. Or the investigation officer of the former may complete the pending work.
