(1) A person who wants to file a complaint related to unfair action may appear before the Commission himself or submit or send it in the form of Schedule-1 by post or any other means.
(2) Irrespective of what is written in sub-rule (1), it shall not be considered that the investigation of such complaint is obstructed merely because the complaint received by the Commission is not in the format as per Schedule-1.
