Non-paid consuls shall not be appointed to nationals other than nationals of the country in whose consular territory they are normally appointed. However, citizens of other countries who have been appointed unpaid consuls by a country, or non-resident Nepali who have met the qualifications according to this regulation and are not members of any political party or organization, can be appointed unpaid consuls.
