Rule 2
Definition
In this regulation, unless the subject or context requires otherwise,–
(a) "Ministry" means the Ministry of Foreign Affairs of the Government of Nepal (b) "Minister" means the Minister of Foreign Affairs.
(c) "Ambassador" means an ambassador working as the head of a Nepali embassy abroad or a non-resident ambassador co-certified for a country that does not have an embassy, ​​and the term also refers to a diplomatic officer who works as an acting ambassador if the post of ambassador is vacant.
(d) "Consular area" means the area assigned to a non-paid consul for performing consular functions.
(e) "Unpaid Consul" shall mean consuls and consuls-general who are appointed without any remuneration and the term shall also refer to vice-consuls.
(f) "Appointment letter" means a letter of commission given to a person by the relevant official of a country to act as an unpaid consul.
(g) "Letter of acceptance" means the letter (executor) recognized as an unpaid consul by the relevant official of the state accepting the unpaid consul.
(h) "Convention" means the Convention (Vienna Convention of Consular Relations, 1963) adopted by the United Nations Conference on Consular Relations held at Vienna in 1963.
(i) "Receiving State" shall mean the country (receiving State) which has granted acceptance to the unpaid consular officer appointed in accordance with this regulation.
