Rule 10
Duties, Duties and Responsibilities of an Unpaid Consul

(1) The duties, duties and responsibilities of unpaid consuls shall be as stated in Section 5 of Chapter I of the Convention.
(1a) Without prejudice to the generality of sub-rule (1), an unpaid consul shall, subject to the laws of the receiving State, do the following:-
(a) To promote bilateral trade between Nepal and the accepting state and to identify new areas of commodity trade and inform the relevant agencies of the government and non-government sectors,
(b) Doing the necessary work to induce or increase foreign direct investment within Nepal,
(c) If there are opportunities for foreign employment within the receiving state, to identify and inform the Ministry and to take necessary steps to provide employment to Nepal's human resources in the receiving state,
(d) To promote the tourism development of Nepal by encouraging the citizens of the receiving state or other countries to visit Nepal,
(e) If there is a provision for concessional entry of any item in relation to least developed or developing countries in the accepting state, to apply such entry in the case of Nepalese goods or to take initiatives with the accepting state to increase its quantity, (f) Informing the ambassador about the actions to be taken for the enhancement of economic, commercial, cultural and scientific relations and cooperation between Nepal and the receiving state and giving necessary advice in this regard,
(g) The non-resident Nepalis in the receiving state and their representative organizations, if any, should be in regular contact with such organizations and take necessary initiatives to involve them in the social and economic development of Nepal,
(h) to act as a point of contact between representative organizations of private sector industry, commerce or tourism in Nepal and such organizations of the receiving state,
(i) If it is necessary to introduce the state-of-the-art technology available in the receiving state to Nepal, consult with the ambassador in this regard cRe the necessary initiative,
(j) Doing any other work prescribed by the Government of Nepal to increase mutual cooperation in the field of economic, commercial, cultural or science and technology between Nepal and the accepting state.
(2) The unpaid consul shall study Nepal's foreign affairs, economic, commercial, industrial, tourism, foreign employment and foreign investment policies and convey the information to the concerned persons or organizations in the accepting state.
(2a) For the purposes of sub-rule (2), the unpaid consul may hold discussions, meetings and consultation meetings with representatives of business, foreign employers and non-resident Nepalis and related areas of the accepting state.
(3) It shall be the special duty of an unpaid consul to do necessary work in consultation with the ambassador to promote trade between the consular area where he is appointed or the district in that area or the province in that area or the country in that area and Nepal. But without taking the prior approval of the ambassador, he is not allowed to start a conversation about business engagement with the relevant party of the country where he is appointed.
(4) The unpaid consul shall send the progress report on the matters under sub-rule (3) to the ambassador every three months and the ambassador shall also send the report received by him to the ministry.
(5) An unpaid consul may issue a tourist visa to a foreigner who wants to visit Nepal by collecting the visa fee prescribed by the Government of Nepal from time to time. But the former head of state, former head of government, former foreign minister, famous and distinguished person or former unpaid consul of the country that has a consular area can be granted a free (gratis) visa with the prior approval of the ministry or ambassador.
(6) An unpaid consul must send the invoice of the revenue received for issuing visas to the ambassador at the end of each month.
(7) The unpaid consul may charge an additional amount of twenty percent as service fee to the amount to be received as per sub-rule (6) and the additional amount so received andLess can be spent on office operations, business and tourism promotion.
(7a) The unpaid consul shall submit the amount received as per sub-rule (6) to the ambassador every three months and the ambassador shall report the amount so received to the revenue account of the embassy where he is staying and inform the Ministry.
(8) Unpaid consuls shall provide all possible help, appropriate respect and necessary assistance to special persons visiting from Nepal as per the instructions of the ambassador.
(9) As an unpaid consul, he shall prepare a report of the conversation with various persons during formal meetings or courtesy meetings and send it to the ambassador and the ambassador shall send such report to the Ministry.
