Rule 11
Unpaid consular performance evaluation
(1) The ambassador shall evaluate the performance level of the unpaid consul within the first three months of each financial year and send it to the Government of Nepal.
(2) In accordance with sub-rule (1), the following points shall be taken as a basis while evaluating the level of performance:-
(a) Overall details of the work done by him in a year,
(b) the amount of duty received for issuing the visa and the amount of revenue received for the same to the Government of Nepal,
(c) Report to be sent by him in accordance with this regulation,
(d) His behavior towards tourists visiting Nepal, and
(e) Behavior shown by him towards Nepali citizens visiting the consular area.
(3) According to sub-rule (1), the Government of Nepal may honor unpaid consuls whose performance is deemed to be excellent and the Government of Nepal may not re-appoint unpaid consuls whose performance is unsatisfactory.
