Rule 3A
Eligibility of Unpaid Consular
(1) According to rule 3, the qualification of the person appointed as an unpaid consul should be as follows:-
(a) Having completed the age of thirty-five years
(b) having the status of a person of repute in the receiving State engaged in any trade, business or profession,
(c) Not having been convicted of a criminal offense involving moral turpitude,
(d) Having goodwill towards Nepal,
(e) Passed at least Bachelor's degree from a recognized university,
(f) Having sufficient knowledge about Nepal's foreign policy, political system, economic and cultural aspects and able to contribute to the implementation of economic diplomacy of the Government of Nepal,
(g) Can contribute to the promotion of Nepal's national interests, including bilateral relations (h) Having established good relations with the government of the receiving state, local bodies and local business community and having the ability to garner support on behalf of Nepal,
(i) Able to reside at least 6 months a year in the designated consular jurisdiction,
(j) Willingness and ability to establish and operate an office at own expense,
(k) Having good relations with the Nepali community,
(l) Considered appropriate in the eyes of the Government of Nepal.
(2) According to this regulation, the Ministry shall obtain a security pass (security clearance) from the relevant agencies of the Government of Nepal in relation to the person who is recommended for the appointment of an unpaid consul for Nepal in the friendly countries.
(3) According to sub-rule (2), before requesting a security pass (security clearance), consideration should also be given to whether or not there is a possibility of abuse of consular immunity and facilities by the person recommended by the Ministry.
(4) Notwithstanding anything written elsewhere in this regulation, when recommending for appointment as an unpaid consul in accordance with this regulation, those who can provide support in the fields of trade, business, tourism, investment and technology transfer, can try to conduct high-level visits and the relationship between Nepal and the related friendly countries. Priority should be given to people who can contribute from their area to strengthen it.
